President Donald Trump's ambitious pledge to unleash America's "liquid gold"—a term he uses for crude oil—faces significant hurdles. Despite his administration's efforts to slash regulations and expedite drilling permits, the oil industry remains cautious. Shale firms are preparing budgets that are flat or even lower compared to 2024, prioritizing shareholder returns over aggressive production growth. It appears that Wall Street, not Washington, is dictating the pace of oil output.

Moreover, the current oversupply in the market and the push for cost-cutting measures have led companies to focus on financial discipline rather than expansion.
